Proposal Fees: Retain Fees Defaults
Entering the Fees screen in New Proposals will no longer clear the Fees Pick Checkbox, on Fees that do not have a Fee Amount
Entering the Fees Total screen and Print Menu/Fee Report will clear the Fees Pick Checkbox on fees that do not have a Fee Amount, so they don't appear on the Fees Report.
